I fixed this issue by deleting both of my Install Shield folders. Not too sure why it worked. Its a good work around, it also helped with my instal of Visual Studio It hung up during the installation and I had to hard restart, clear the folders again, and the instal completed normally the second time around. My guess is that Windows 10 is not allowing you permission to write to these folders or write over files in said folders even with administrator permissions.

You could aslomove the folder or rename it if you do not want to lose the instal shield information but there really is no reason to keep them. You can still uninstal and modify the installations without those files.

It looks like its doing something and causes a system restart, but then when clicking on the driver.
